Lands Improvement close final land sales at £280m GDV High Leigh Garden Village development

We have completed the final land sales at our £280m GDV High Leigh Garden Village development in Hoddesdon, Broxbourne. This includes the sale of the development’s 2.2-acre mixed-use hub to Majesticare, following the sale of 154 residential plots to Bellway at the end of 2024.

Within the mixed-use hub, premium care home operator and developer Majesticare, is looking to deliver an 80-bed care-home, 110-place nursery, 4,000 sq ft convenience store and an EV charging station.

Its acquisition of the site follows our sale of 154 residential units to Bellway in late 2024, comprising 123 private and 31 affordable homes, and the remainder of the consented land. This is in addition to 404 homes being delivered under a joint venture agreement with Taylor Wimpey.

The 92.5-acre development in Hertfordshire was granted outline planning permission by Broxbourne Borough Council in 2015. Our masterplan for the site includes 558 residential units, of which 40% are affordable, a two-form entry primary school, sports pitches and pavilion, a local shop, a hotel with ancillary gym and restaurant, a residential care home, commercial floor space, public open space and allotments.

We committed over £19m in S106 contributions, including the land provided and construction funding for a new school, as well as a £4m investment in infrastructure to create serviced land parcels for housebuilders and developers. The school is due to open this year.

The scheme follows our robust research-based and community-led approach to placemaking, ensuring High Leigh Garden Village incorporates high-quality public realm and creates spaces for the local community to thrive in.

We retain 100 acres of land to the south of the Garden Village and continue to promote as a sustainable development opportunity in the emerging Local Plan.
